Germany EPR, Do you need a vat number to register?

Hi,

I have a vat number, but thinking of de-registering from Germany VAT, but still want to sell in germany, can I still have my EPR with Lucid without using a vat number.

I'm already registered with France with VAT and I'm now using the "Store without a VAT number via Call-Off Stock" option with Amazon so only need a Vat number in just one of the EU countries.
