Double FBA fees after reimbursement

Good day! Can someone working at Amazon comment on the reimbursement policy if the product is damaged or lost? If a customer orders a product, the sellers pay FBA+referral fees. If this product either damaged or lost, Amazon refunds the customer and keeps FBA fees, and returns referral fees. It makes sense. However, when the seller opens the claim to get reimbursed for that same lost or damaged product, Amazon reimburses the value of the product minus FBA fees minus referral fees. THAT part doesn't make sense at all. Basically, Amazon charges FBA fees twice on the product that was lost or damaged, The seller is not at fault that the product is damaged by Amazon's carrier partner or if Amazon lost the product. Why does the seller get penalized for it?
