Shipping fees on a free shipping item?
Just as title states. I didn't notice this until I had a package returned for (insufficient address). When I went to refund, I noticed it charged the customer $14.99 shipping. I checked other orders of the same ASIN that sold and they are indeed free shipping. Some get charged shipping, other don't. Was there a policy change that I missed? Just trying to be proactive about this before we get slammed by the customer over something we were unaware of.

Never mind. Figured it out and fixed. It was a change I made in shipping templates to be up to date with the latest OTDR policy. After I made the changes, the fees were not automatically set to $0. I didn't notice I was charging shipping for some states. They are all now at $0 again.
