Is this a legit message from Amazon? Or a scam?
I never received a message like this and when I went to account payments and payments dashboard I didn't see the $15 charge. Where can I find the charge.

This is not a scam.
It sounds like you did not have enough under your balance to cover the amount owed at the time of your scheduled payout.
If you go under your Payments > Transaction View and select All transaction types, you should see a credit Total Amount of $15.01 that says - Released Paid to Amazon | Seller repayment. It would be dated the same date as the email you received. If you don't see it, then it may be that the charge was declined by your bank/credit card.

In reviewing your account information, I can confirm that this repayment was processed on 5/24/23. This can be viewed here: Seller Central > Reports > Payments > Transaction View tab.
