Is this a legit message from Amazon? Or a scam?

I never received a message like this and when I went to account payments and payments dashboard I didn't see the $15 charge. Where can I find the charge.

You can also use the Make a Payment feature to repay the balance you owe. For more information, see Making a Payment.

You can view your payment activity at any time by logging in to your seller account and going to your Payments Report.

This is not a scam.

It sounds like you did not have enough under your balance to cover the amount owed at the time of your scheduled payout.

I went to account payments and payments dashboard I didn't see the $15 charge.

If you go under your Payments > Transaction View and select All transaction types, you should see a credit Total Amount of $15.01 that says - Released Paid to Amazon | Seller repayment. It would be dated the same date as the email you received. If you don't see it, then it may be that the charge was declined by your bank/credit card.
