INR guidelines for AZ claim

I buy all my labels via Amazon buy shipping and always send out on time (FBM) so when buyers file AZ claims it will be Amazon funded refund with no ODR to my metrics.

I just received a claim for INR where Amazon approved as a seller funded with a negative hit to my ODR. I appealed stating package sent out on time with Amazon buy shipping and they came back denying my appeal stating that delivery was past expected time which it was , USPS had a delay with their delivery out of my control, funny thing is that tracking states buyer picked up package at their local facility.

My question is in order to be protected from AZ claims is it also mandatory the package has to be delivered on time even it's a carrier faulted reason such as this?
