There was a system error. Please try again in 15 minutes. ONGOING ISSUE FOR MONTHS

So I'm trying to manage my returns and I'm trying to mark some of my orders as complete because customers haven't returned items within 30 days. And I'm also trying to issue refunds as well, but I keep getting "There was a system error. Please try again in 15 minutes." What gives? This has been happening for way too long, I don't even understand the significance of waiting for the 15 minutes, is this the time frame that Amazon uses to tell us when they're refreshing some sort of system?

This happens to me on occasion. I am not 100 percent sure, but I believe this happens when the amazon bots decide your session has lasted too long and they want reverification of the user. I could be wrong, but I don't think it will be changed.

Having same issue. Been trying for about 24 hours. Cleared everything as suggested by @SEAmodbut can not close the return regardless of what I do. My case ID is 16601006731 if anyone is able to help. Doesn't affect my account just annoying to not being able to close it.
