How do I prove that a cosmetic product is not an OTC drug?

I have a question about cosmetics lighting and whitening issues.
If a product is not an OTC drug, but Amazon misidentifies it and it becomes an issue, what documents are there to submit to clarify?
Amazon requests forms such as Residenting Cosmetic Manufacturer Establishment (Form 2511) and CPIS (Filling Cosmetic Product Ingredient Statements) - Forms 2512 and 2512a.
As you know, the VCRP system has already been stopped and new registrations have also been stopped.
Of course, I have the materials provided by the manufacturer, but I am worried that Amazon will not accept them.
