What determines whether an order uses Non Prime Premium Shipping?

I'm trying to understand better how to meet OTDR requirements for Amazon but I am confused about the assignment of "Premium"/"Second Day" vs "Standard" orders. A little background:

-We have enabled Shipping Settings Automation (SSA)

-Our default Shipping Template offers two shipping options: Standard Shipping, and Two-Day Delivery; both are $0. We disabled "One Day Delivery" because we saw too many carrier delays impacting OTDR.

-We offer the same carriers/shipment methods in the Standard Shipping option as we do in the Two-Day Delivery option.

Here is where I'm confused: when both options are active, I'll see two orders come in around the same time, using the same carrier, with the same "Ship by"/"Deliver by" dates, only one will have a "Second Day" designation while the other will show as "Standard". What makes one order with the same ship-by and delivery times using the same carrier a "Premium" order?
