Can you enrol one ASIN with the max units (30), to VINE in the United kingdom for a maximum of 30 reviews, and then enrol that same ASIN with the max units (30), to VINE in Germany, and the same again for each EU country. OR can you only gain 30 reviews through Vine , regardless of the region?

You can go in and physically enrol the ASIN's in each region, but what I want to know is, is it possible to gain a maximum of 30 reviews per country you enroll that ASIN onto Vine?
