Make sure your are using an actual CREDIT card (with international billing available) and not a DEBIT or PREPAID card.

As @Seller_AXC06kcsKI1qGmentioned, when you register as a seller, you must enter a credit card that will accept international charges and that has a valid billing address located in an eligible country.
