I'm sorry you're running into difficulties changing the variation type of a product.
I see that in case 15925229791 Support had advised to delete the child SKU, then assign the child to a new parent SKU and resubmit. Have you attempted to do that yet? If you have and still running into an issue, please let me know and I'll further look into this.
