Usually that is because Amazon believes the product will not arrive in time to meet the delivery window. Amazon does not want to pay iout on an INR claim, so Amazon disables the shipping method.

Update, trying to duplicate the shipment and see if we have better luck.
Right now system want us send to "PSC2" PASCO, WA and we are in LA.
Last shipment we send to PSC2 was back on 9/25 and still not deliver yet.
The shipment we send to ABQ2 took 61 days to deliver.
Case still not getting any answer.
If you see these message, DO NOT SEND TO ABQ2/PSC2/SBD1 It's not moving.
