Very likely the charge for Amazon.ca - even if you aren't using it Amazon has divided the $39.99 monthly fee into 3 slices (USA, CA, MEX). Whereas the charge used to come out of your payout, it now comes of your card on file. Expect an "international fee" from your card company next...

As explained, it's part of your monthly subscription fee for the Pro plan. Since you aren't selling in Canada, there are no funds to pull the fee out of, so they charge your card. Same true in Mexico, and probably Brazil once that gets added to your account.
To prevent this, put those marketplaces on Vacation, and make sure that you fully delete all listings that show up on them (double check you are on the right place before pushing that button!)
Whatever you do, DO NOT ASK AMAZON TO CLOSE OR REMOVE THESE MARKETPLACES!!! DO NOT EVEN ASK IF IT CAN BE DONE! THEY WILL RESPOND BY CLOSING YOUR ENTIRE ACCOUNT.
So just put them on vacation, and don't worry about it.

What fees will I pay if I sell something using my Unified Account?
For all per-item transaction fees, you will pay the fees applicable to the store in which the item was sold. Your monthly Professional selling plan subscription fee will be allocated to each North American store in which you have active listings on your monthly billing day, and will be limited to USD 39.99 or its equivalent in total. For more information about Professional selling plan fees, go to Selling on Amazon Fee Schedule.
Great advice above about putting those location on vacation mode and ensuring there are no active listings there (should that be your desired outcome).
