Vine reviewers are allowed to not review the product they get for free???
This is new for me. We give our products free of charge to get reviews and after not getting the amount of reviews we expect and contacting the seller support here's what I learn:
Please be informed that there is no deadline for Vine Voices to write reviews for the products they receive through Vine and it is not guaranteed reviews since the Vine reviewers has discretion to not leave reviews.
Wow...

Well, what do you hope to gain from giving away your products for free.
1. Amazon created the program to try and stop sellers from simply refunding buyers if they left a good review. With this program no money changing hands it is more cost effective for Amazon in refund processing.
2. What do you think you get out of it as a seller? You get 10 reviews from people who would not have never bought your product in the first place, had it not been given to them for free. While you may think this will help sell your product, it will have little to no effect.
The salability of your product comes from the want and demand by buyers, and the price the item is offered at. If your product is not in demand or is not offered at the lowest price in its class, a review will have little help in selling.
3. When you send someone something for free or by mistake, they are under no obligation to return it or write a review.

Amazon really should require a review in order to claim the free product. If no review in 60 days then person should be charged for the item. From my experience, about 65% to 70% of people leave VINE reviews.

Normally, vine reviewers DO give reviews. I gave out 30 products and got 30 reviews. BUT - if your product is not of very, very good quality beating others in it's category, vine reviewers are VERY critical and don't hesitate to give 1 or 2 stars.
Not getting reviews means that THESE reviewers had a heart and didn't want to give you a bad review. You will not like this answer and I am waiting the tumbs down of the crowd, but that is the truth.

I'm both a vine reviewer and an FBA seller, so I know both sides of this coin. What you were told is not exactly correct. It's only partially true that there is no deadline, and partially true that vine reviewers have discretion not to leave reviews. Let me explain.
To stay in the Vine program, reviewers must review at least 100 items per 6 month period, AND review a minimum of 90% of the items they request. If you fail to meet either of these criteria, you will no longer be in the vine program. The 6 month period in prominently displayed in your account, and the correct number of items must be reviewed by the end of that 6 month period. So there is not exactly no deadline, or no need to leave a review - 6 months and 90% are the deadline/requirements. But - if your item is in the 10% discretionary area, where the reviewer for whatever reason chooses not to review your item, then yes, there is essentially no deadline nor a requirement to review.
Reasons I haven't left a review:
1. The item was offered off-season. For example, in October I received a mosquito killer meant to be sprayed on your grass in late spring/early summer. I left that in my discretionary 10% because it was months out of season to try it and report back accurately. I will review it this summer when the time is appropriate.
2. Two different items were offered, but were from the same amazon listing. One day there were dozens of woven Apple Watch bands offered on Vine (all listed as separate vine items). I chose one for my husband, and one for myself. When I went to review them, I was only allowed to review one of them, because they were from the same exact Amazon listing - the different bands were different variations of the same listing, not different listings. But they were listed separately on Vine. Doing this with your variations can make it impossible for you to get the correct number of reviews for your products if the vine reviewer picks up more than one.
3. The item kind of was lamer than expected, so I don't even bother to install/use/whatever it, and instead I just slap it in my discretionary 10%. In that case, you're probably lucky to get no review rather than to get a low-star review.
Hope that helps!

They do not get the items for free unless it is tangibles like food, drinks, or health related. Otherwise they have to leave reviews or get kicked out the program. Just because you give it away for free, does not mean it is free for the other person doing the reviews. I know someone very close that just had to pay $34k in taxes on those so called free items. Put them in trouble with the IRS because they thought it was free also. Now they stay away from the so called free items.

it's stated under "Vine Frequently Asked Question":
Why were some of my units not reviewed?
There is no deadline for Vine Voices to write reviews for the products they receive through Vine. We track our Vine Voices' active participation in the program, and they may be removed from Vine if they do not meet our participation criteria.
If a Vine Voice does not review their Vine unit, can I get the unit back?
No, we cannot guarantee reviews will be posted for all enrolled units and cannot return any product to you.
I received a negative review. Can I contact the Vine Voice?
As per our terms and conditions, we prohibit any contact between Vine Voices and selling partners other than for the purpose of regular customer support. You must not request a Vine Voice to contact you directly, nor must you attempt to contact them to talk about their reviews, their participation in the program, or to try to have them review other products you sell. We do not provide Vine Voices' addresses or other personal information in order to respect their privacy. Any attempt to contact Vine Voices will lead to an investigation and potential revocation of your selling partner account.

It is clear in their policy when you sign up. It is another total SCAM, but sometimes necessary. For me, it is the fee Amazon charges on TOP of us giving away an item, paying normal fees for the "sale", etc. that got me to stop using it.

Just FYI Vine is not free, the seller just doesn't get anything out of it. It is a huge tax write off for Amazon. Amazon files the inflated retail price as if they were paying a taxable employee 1099 so they pay taxes as if it was their own business income (somewhere about 30% of the retail price) so even though they legally are not allowed to resell it most of who are left on vine are resellers (from experience). It seems to have driven away anyone who would actually leave reviews.

Those Vine Reviewer tookt he product and not writing the review should at least pay for it!!! Amazon is giving supplier's product away without demanding any obligations. there are only 50% of the reveiw came back from the products we gave away almost a month ago.
