Customers enrolled in Vine Voices can review your products pre-launch, which allows you to launch a product with up to 30 genuine customer reviews on the first day it’s available for sale.

Genuinely confused about pre-launch reviews and the supporting materials do not help to clarify this. If there is no inventory at an FBA warehouse, how to Vine reviewers receive product for their reviews? Must there be inventory at an FBA warehouse and there is a launch date scheduled in the future?

It is really confusing. How does a vine reviewer write a review without receiving a product physically, if there is no inventory in amazon fullment center or AWD warehouse. Once the inventory is ready, it does not exist so-called "pre-review" before selling.

Just a heads-up for anyone trying this: While the program says it supports Vine enrollment before launch, it doesn’t currently work as intended. Even if you send inventory to FBA and set a future launch date, Vine will not recognize the inventory - it stays stuck in “awaiting inventory” indefinitely. The only way to trigger Vine distribution is to make the offer active, which also makes the listing publicly available. So in practice, you can’t get reviews before launch without going live early.
